of the Minutes of the Innis Arden Board Meeting,
April 3, 2001
COMMUNITY
CONCERNS, ANNOUNCEMENTS
* Dornay, 1326 NW 188th, has asked that we prune the shrubs on our border
with them. Jim Skeel will look into this.
* Insurance and indemnity for community property: this should be included
in contracts with Little League, Soccer and all who rent or use our property
or facilities. Kate Laskin suggested language to be included in such agreements.
Jim Skeel will follow up on this with the teams. Skeel has a copy of the
insurance with T-ball - Innis Arden is named as a beneficiary. Others
could do the same and provide copies of their insurance coverage for our
insurance company.
Ski Bus: The bus company has a certificate of liability, but this doesn’t
cover IA. We need similar coverage for all activities, not just the Ski
Bus: T-ball, soccer, Little League, Tennis.
The Activities Committee has no insurance coverage. Over the next month,
Jim Skeel will work this out with the Activities Committee and the Ski
Bus leaders.
* View Preservation: A view preservation group requested the Board to
provide for the following.
Appoint a non-voting co-chair to the Grounds Board position. The responsibilities
would include only issues related to views (trees) on private property:
- Serve
as a liaison between the community and the Board regarding view issues
- Educate
the community regarding the view covenants
- Present
candidate companies to the Board, for their selection, which would be
employed to conduct a professionally designed and administered community
opinion survey to measure the community’s interest at this time, in
view issues. This co-chair would serve as the Board’s representative
to that company.
- Work with
the Building and Remodel Chair to perform a landscape review for homes
being remodeled and new construction.
The
Board and community members participated in a lengthy discussion of these
proposals. Some want the Board to be involved in tree issues on private
property, others do not. The current system, approved by the court, excludes
the Board from decision-making in this area. The covenants give the Board
explicit authority on building and remodels, but not on trees and landscaping
(except in the Reserves). Some proposed that a survey be taken of shareholders,
but others pointed out that we have had surveys in the past with only
about 50% participation. Some favored having compliance with the tree
covenant be a requirement for approval of remodels, others opposed this
on the grounds that there was no authority to do so. Kate Laskin proposed,
Al Wagar seconded, and the Board unanimously approved the following motion
after discussion:
BOARD ACTION: The Board will appoint a non-voting committee chair with
the mandate of educating the community and exploring the feasibility and
desirability of a community survey regarding view preservation on private
property and reporting back to the Board.
The
issue of enforcement of the covenants in general was raised. Some said
that the covenants provide for neighbor-to-neighbor enforcement for the
most part; others agreed but said that nevertheless the Board can take
leadership responsibility in asking neighbors to follow covenants. Kate
Laskin moved, Al Wagar seconded, and the Board unanimously approved
the following:
BOARD ACTION: The Board authorizes the committee chair of the previous
motion to work with the Building & Remodels chair to develop a protocol
for landscape review to be incorporated in the Boards remodel approval
process and to propose such a protocol to the Board. During the discussion
of this motion, it was suggested that it be made specific that the protocol
should also include trees for privacy, but this was deemed unnecessary
since that was understood to be included in “landscape review.” The question
was raised whether this motion would require the Board to accept the protocol
that would result, and it was unanimously agreed that it would not. The
Board would be free to accept, amend, or reject the protocol.
TREASURER June Howard reported that, to date,
350 shareholders have paid dues for this year, for an income of $70,000.
It’s too soon after the end of the month for the full financial report
through March to be available. Laskin said that we are a for-profit regular
corporation. We’re taxed like a business entity, which subjects us to
some tax liability. We could file for 501 (c) status, but this would limit
us as to income from non-members. Laskin will look into our tax status,
and her report will be on next month’s agenda.
ACTIVITIES Pam Smit reported that there will
be a meeting on May 21, at 7:00 p.m., at the home of Kathleen Malarkey,
823 NW Innis Arden Dr. Mandatory dues will be discussed - Judith Allen
has volunteered to coordinate the follow-up. The committee is looking
for new volunteers, and all IA residents are warmly invited to participate.
CLUBHOUSE Dave Fosmire reported that the last
day for the pre-school will be June 7. They are our only major outside
renter, and we should consider not renting to outside parties altogether.
Laskin volunteered to have a tax lawyer look at our tax report.
RESERVES Fish in Boeing Creek Ed Barnes reports
that about 50 salmon came to spawn in Boeing Creek, and that they were
successful because many small fry were seen in the area during March.
There were fewer returning from previous plantings because the ‘sinkhole’
catastrophe of New Year’s eve 1996 killed most of the young salmon then
in the stream. Barnes will release more fish into the creek in May and
invites anyone interested to call him, 542-5242, to set up a time to meet.
GROUNDS Jim Skeel reports that the contract with
the landscaping company is on a month-to-month basis. They do maintenance,
not improvement. The contractor will send a copy of his insurance coverage.
The Board has allocated $5,000 toward paving in the Clubhouse area, and
the Activities Committee has set aside $10,000 for this purpose. The T-ball
coach will consider making a contribution for the use of the field this
coming year. There was a discussion as to what this would mean for our
tax situation, and a rental by an IA resident was deemed more appropriate.
REMODELS Jim Skeel reported in Bob Allen’s place.
* Scudder, 17764 15 NW. Various neighbors had raised concerns about drainage
problems, trees out of compliance with the view covenant, height of hedges,
and asked that approval of the remodel be conditioned upon bringing the
landscaping into conformity. There were no objections to the remodel itself.
After extended discussion, during which the Board agreed that they wanted
to make site visits, Phelps moved, Wagar seconded, and the Board approved,
7-1, the following motion:
Board Action: We deny the remodel without prejudice.
It was the consensus that the Board has at present no authority to deny
a remodel because of lack of compliance with the view covenant, but this
will be the subject of further discussion.

2001 INNIS ARDEN JUNIOR TENNIS
Girls and Boys Ages 6-17
June 25 -

This is the
registration form for the 6-week summer session of tennis lessons for
juniors, beginners through advanced. Players will be divided by skill
level into classes which will meet twice weekly at the Innis Arden tennis
courts. This is also the sign up form for the Innis Arden junior TENNIS
TEAM.
Players who
played last summer will be placed in the appropriate skill level class
according to recommendations made by the instructors at the end of last
summer. If you did not take lessons last summer, please estimate skill
level on the registration form below. If you would like to be in the same
class as a friend, please note that on the form below and we will try
to accommodate. If you have a question about which class to register for,
please call Joyce Michelson at 546-2722.

ROSTERS WILL BE POSTED ON THE BULLETIN BOARD LOCATED ON THE OUTSIDE WALL
OF THE CLUBHOUSE ACROSS FROM THE TENNIS COURTS ON JUNE 18. PLEASE WRITE
DOWN THE TIME OF YOUR CHILD’S CLASS WHEN YOU REGISTER OR CHECK THE ROSTERS.
CLASSES START ON MONDAY, JUNE 25.
TENNIS
TEAM - All intermediate and advanced players are urged to join the
team, which plays matches on Wednesday afternoons. We will
be in the North End Junior Tennis League. Players are encouraged to sign
up for lessons as well as for the team, but they are separate activities.
The first meeting of the tennis team will be at Innis Arden on Wednesday,
June 27 at 1pm.
REGISTRATION
Registration
will be on a first-come, first-serve basis with Innis Arden residents
having priority until June 10. Thereafter, remaining class spaces, if
any, will be filled in the order of registrations received.

Easter Egg
Hunt
The Egg Hunt
was a success! It was a bright, sunny afternoon and many children showed
up ready to fill their baskets or bags with the special eggs “planted”
by Amy and Ed Stay. Thank you Amy and Ed and thanks to your helpers! Ed
reported that not as many children participated this year due to having
the event a week earlier.
Salmon
BBQ
Mary Cleveland
will not be able to chair the Salmon BBQ in July. She will be busy getting
ready for Bite of Seattle the following weekend. If folks want to have
the event in July (as opposed to September) we need to find a new Chair.
Otherwise, Mary said she could do the event in September.
Next
Activities Meeting
The
next meeting for the Activities Committee will be on Monday, May 21st
at 7:00 pm at Kathy Malarky’s house. If you want to have a voice on what
is happening in YOUR community, please come. Call Chris at 533-1223 or

Swim
Club News
Innis
Arden Swim Club membership shares can be purchased through the Swim Club
only. If you are interested in joining the Swim Club this year or have
questions about the Swim Club, please contact Claire Eadie, membership
chair at 546-2705. The pool is scheduled to open Saturday, May 19, 2001.
Swim
Club dues statements were sent 1st class mail April 2. There was an error
in the annual Swim Club dues statement. The correct amount is $50/child
for swim team dues. If you have not received dues statement please contact,
Jane Lowell 546.0128.
Liaisons
Needed for Neighborhood Traffic Safety Program (NTSP)
A volunteer
is needed to work with neighbors and City of Shoreline staff to implement
the NTSP.
The liaison
would:
- Become
the NTSP specialist for their neighborhood
- Distribute
NTSP information
- Provide
feedback to the City on how the program is working

Fireworks
Safety: Looking Ahead to Another Quiet July 4th
Each year
fireworks cause injuries, fires and property damage across the country.
At the request of citizens, Council of Neighborhoods and Shoreline Fire
Department, the Shoreline City Council passed an ordinance in October
1997 banning all fireworks in Shoreline to reduce these accidents. This
year, the City Council has decided to enhance enforcement by adding four
additional police officers to work July 4. The ordinance prohibits the
sale, discharge and possession of all fireworks within Shoreline city
limits. The penalty for possession of common fireworks is confiscation
and a fine of up to $50. Setting off fireworks is a misdemeanor that carries
a minimum $250 fine and 30 days in jail.
Just
because fireworks are banned in and around Shoreline doesn’t mean you
have to miss celebrating the Fourth of July the traditional way. Seattle
and Edmonds are just two of the many nearby cities that hold public firework
shows each year.

911.
If you have fireworks you wish to dispose of, call the Shoreline Police
non-emergency number: (206) 296-3311. Please do not deliver fireworks
to our police station.
