March 20th is the second Annual Wine Tasting party. This is a great excuse to meet new neighbors and talk with old acquaintances. We will have a variety of wines to sip and some delicious appetizers. We will be taking reservations soon (look in the next bulletin for details). If you have any questions, please call Jan Holbrook or Jeri Jacobsen.

The Rummage Sale is coming!
March 6th It is that time of year when the Activities Committee is really getting excited about receiving all of your unwanted treasures. Our annual rummage sale is in March and we have already been collecting and sorting merchandise. Please look and see if you have any wonderful items that you would be willing to donate to us. We are looking for useable merchandise that is in great condition. (We cannot accept computers/printers and large appliances).

As many of you know, the monies we make from the rummage sale go right back into the community. Over the years we have paid for the tennis courts to be resurfaced, new playground equipment, paving of the parking lot in front of the clubhouse, landscaping projects around the community, a microphone system, Innis Arden social events, and the list goes on. We need your contributions! If you would like to help with this project or if you need further information, please call Sherri Robbins 546-8366.

Our next collection dates are:
Mondays: February 23rd
Saturdays: February 7th

Come by between 10 AM to noon, at the northwest side of the Clubhouse. We also accept rummage during the week of set up (February 29-March 5). Also, please note that we are unable to give you a donation receipt because of the Activities Committee tax status is 501-C3 Not for Profit--Not tax exempt 501-C3.

Got the winter blahs?

Join the Innis Arden Garden Club for a trip to the Winter Garden at the Arboretum Feb. 18th, 2004.

We will meet at the clubhouse at 9:00 a.m. and carpool. We need at least 10 people. All residents are welcome. Cost is $3.00 per person.

We will also have lunch at some mutually agreeable place afterwards. Please RSVP to Shelley Watson (542-4369) by Feb. 11.

2004 Election Results

An incredible 89% of Innis Arden shareholders voted in Wednesday's (January 21st) election. That means 479 out of a possible 538 households voted.

  • R.L. Smith was elected with 255 votes
  • Al Wagar was elected with 250 votes
  • The bylaw amendment failed by 20 votes, 227/247 (4% of total)
  • Ratification of budget failed 195/278
  • Ratification of Activities President passed 278/191

SAVE THE DATE!!
RUMMAGE SALE SCHEDULE AS FOLLOWS:

  • Sunday, Feb.29 HELP NEEDED: Today is the day to move-in to the clubhouse to set-up departments, hang signs, move tables, and lay out shelving. This is a great opportunity for high school students to earn community hours.
  • Mar.1 - 5 Monday-Friday Much help is needed to lay out and price all items. Any hours you can give will be greatly appreciated from 9-5:00 (may go later if needed).
  • Tuesday, Mar.2 We need a few good men! 6-8 strong able men needed to help set up the outdoor tent. (1-2 hours)
  • Friday, Mar.5 Regular work day. At 11:30 we break for luncheon and silent auction. Work a total of 8 hours or more and come and join in the fun!
  • Saturday, Mar.6 SALE DAY - from 9-4:00. This will be a very busy day and we need as many volunteers as possible.
  • Sunday, Mar.7 FINAL DAY 11-4. After sale, volunteers are needed to help take down and store displays, etc. plus box up items for charities.

If you are unable to volunteer your time, perhaps you would be willing to help feed the troops! Food and beverages are a welcome sight to our hungry, tireless workers! Board of Directors Meeting
January 13, 2004 7:00 PM
Summary of Minutes

The meeting was called to order at 7:05 p.m.
Board members present: Michael Rasch (President), Mike Jacobs (Vice President), June Howard (Treasurer), Carol Solle (Secretary), Loys Lamb (Buildings and Remodels), Maggie Taber (Grounds), Dave Fosmire (Reserves) and Ewa Sledziewski (Clubhouse). Excused: Roger Lowell (Activities). Community members attending: about 25

Action: December's meeting minutes were approved unanimously.

Committee Reports

Treasurer: Howard reported that for the year 2003, we overspent by $15,000, and income was $5,200 more than anticipated. There are 6 shareholders owing for 2002, and 11 owing for 2003, which amounts to $6,960 in dues and late fees. The contingency budget line is not specifically itemized. Rather it is a budget line for those expenses that may arise due to unforeseen situations. The 2002 audit has been restated because the auditor missed a $17,862 bill for the tree survey, and actual dues income was changed. The audit report is on the web site.

Building and Remodels
A motion was made to add to the Building and Remodel policy statement a provision to allow sheds not more than 120 (10x12) square feet within 10 feet from the side and back property lines. (Current setback requirements are 10 feet from the side and 25 feet from the rear property lines.) Rasch commented that the covenants do not give the Board authority to allow for setback variances. A motion to table the motion passed 8-0.
Action: A motion to seek a legal opinion from Eglick regarding sheds passed 6-2.

Hill-17104 13th NW: 120 square foot shed 10 feet from side and rear property lines. Lamb made a motion to approve of the shed as drawn, except the height will be reduced from 12 to 10 feet high. Jacobs noted that Section 3 (building limits) refers to 'fences and similar structures' as not being subject to setback requirements, and perhaps 'similar structure' could be a shed. One neighbor objected because the shed was obscuring his water view.
Action: A motion to deny the application without prejudice pending 1) view issue resolution and 2) obtaining a legal opinion was passed 6-1 with one abstention.

Gillett: 1505 NW 167th --Small addition to rear deck and enclosing carport. Some neighbors questioned over height trees on Gillett's property, but according to the View Preservation Amendment, these trees are exempt.
Action: A motion to approve Gillett's application was passed unanimously.

Gerbino: 17740 13th NW-- Partial second floor addition on southern end of house; kitchen remodel; cosmetic upgrade to front porch. Neighbors have complained about the view impact of the addition from the rear of their property where a patio is going to be constructed. This patio will be built on fill behind a 7 foot retaining wall.
Action: A motion to approve Gerbino's application subject to 1) bringing view blocking trees into compliance and 2) obtaining a licensed survey of the current roof height was passed unanimously.

Taber: 18565 Springdale Ct NW-- Their building and remodel permit has expired and an extension has been requested.
Action: A motion to extend the permit to 4/15/04 was passed unanimously.
Abbot-Milne: 17730 13th NW --submitted an application for a retaining wall and patio.

Welsh:1450 NW 188th-- submitted a partial application for a shed, deck and sports court.

Activities Thank you to Chris Kocher for serving as chair of the Activities Committee for the past year. Chris was presented with a $50 gift certificate to Jock and Jill Running store. Rummage collection will be this Saturday 1/17--10 to noon, 2/7--10 to noon and 2/23--10 to noon. The Rummage sale will be March 6 and 7 with move in Feb 28/29. New Comers Wine and Cheese Party will be Friday January 23, 6 to 8. Activities voted to 1) spend $6,600 to repair the track, cut roots and fix the low spot in the parking lot 2) to try some new lights in the clubhouse 3) to finish the water system in the circle and 4) convert it to the irrigation system meter for lower water rate.

Grounds: If the poplar tree is not removed from the playground, roots will continue to destroy the path after it has been repaired. However, there is no money in the budget right now to remove it. The chain in back of the swim club needs to be removed because it is dangerous and people trip over it. Taber will try to get a key, perhaps from the Eadie's, and remove the chain. The area around the chain needs to be re-striped in yellow.
Action: A motion to buy paint and brushes to paint hazard striping by the swim club passed 8-0.

Clubhouse: Sledziewski will be making changes in the rental policy and rates. She has some gift certificates to lifeline (Ewa could you please provide more description here?). It appeared that the motion sensor was not working, but then it was discovered that several times, the bulb had been stolen.

Reserves: There was a reserves committee meeting on 12/29. Trail restoration in Blue Heron and drainage restoration in Boeing Creek Reserve was discussed. Funding for these projects is part of a budget yet to be approved. The committee will look into creating a more accessible trail (less steep) from Innis Arden Drive into Running Water Reserve. Volunteer labor will be used to remove invasive plants. A half dozen view restoration requests were made. It was moved to follow up on these requests using the reserves policy. Smith reported on sloughing on the trail of Blue Heron Reserve, close to the street. It interrupts the trail. Fosmire will follow up on this. Hazardous tree cutting is close to completion. Marc Weinberg observed that even after the city dumped a lot of rock designed to prevent erosion, the ground was continuing to slide as a result of all the storm water being directed into our reserves.
Action: A motion to file a claim with the city for erosion damage caused by storm water surges was passed unanimously.

Board Agenda

Annual Meeting:

  • Rasch approved of the tellers committee consisting of 'El' and Elaine Burgwald, Bob Allen, Tony Morales, Marion Woodfield, Marc Weinberg, Stacey Pederson, Jerry Lundli , Pam Smit, Lee Lageschulte , Roger Lageschulte, Allen Schwarz , Johanna Warness, Tracey Landboe and Judy Allen
  • Solle reviewed the election day schedule: 1 PM, set up tellers' tables: 2 PM, get mail out of Post Office Box, open and sort envelopes by proxy or absentee ballots, 'check in' the absentee ballots, troubleshoot unexpected situations: 4 PM, remaining tellers arrive and are given instructions: 4:30 PM, proxy holders arrive: 7:00 PM people voting in person arrive: 8:00 PM, meeting is called to order. It will be necessary at this point to determine if a quorum (1/3 x 538=180) is present.
  • Meeting agenda was discussed and the following scheduling guidelines were adopted:
    1) Candidates statements (2 minutes each) and question and answer period for a total of 20 minutes
    2) Bylaw Amendment discussion, 1 minute/person, for a total of 20 minutes
    3) Budget discussion, 1 minute/person, for a total of 20 minutes
    4) Ratifying the Activities Chair, discussion for 10 minutes
    After which the ballots are cast
