IA Board Meeting Minutes - June 5, 2001 Present: Kate O’Neill Laskin, June Howard, Al Wagar, Bob Allen, Dave Fosmire, Pam Smit, Jim Skeel. Absent: Roger Lowell, Elaine Phelps The meeting was called to order by Kate Laskin, who served as chair in the absence of the President, Roger Lowell. General Items of Community Interest Kate asked whether any community members would be interested in participating in the City of Shoreline celebration on August 18. The general consensus was that some participation would be beneficial to the community - perhaps a number of children could ride bikes, etc. The Activities Committee (AC) will explore some ideas. An item will go into the bulletin to see if there are some people who would like to participate. Kate reported that the IA club has had a for profit corporate status since 1950. It would be more appropriate to be organized as a nonprofit corporation as that is what we are in reality and intent. There is a relatively new RCW in effect under which IA as a homeowners group could incorporate. The board will consider the issue and probably present the matter for a vote at the annual shareholders meeting in 2002. Remodels Lesley/Knoetgen: 17730 13th NW. Bob Allen reported that the remodel was a 288 square foot bedroom addition to the rear of the house with no objection from the two adjoining neighbors (there are no houses behind). Motion: Approve the proposal as staked and planned. Approved unanimously. Activities Pam reported that Mary and Tim Cleveland were willing to organize the salmon bake for Wednesday September 12, 2001. The AC is going to sponsor a series of Friday night barbeques at the clubhouse. The first one was scheduled for June 8, 2001. The AC (Tracy Ladboe) is going to evaluate the playground equipment. Much of it needs to be replaced because it is broken or unsafe. Johanna Warness and Kit Hart agreed to organize the next rummage sale. Many people have worked on getting signatures for the dues amendment. Wayne Cottingham prepared a data a base that has greatly facilitated collection of signatures. Clubhouse David reported that the clubhouse floors have been stripped and polished for the first time in years. It was agreed to have them cleaned and polished once a month for four months before deciding whether to enter into a monthly agreement. Reserves Eagle Scout Candidate Devon Howard and volunteers he pulled together constructed a new bridge in Eagle Reserve. The Ronald Wastewater district has requested another right-of-entry for the Boeing Creek Reserve just beyond the locked gate. The Board approved a motion granting this request, providing Kate finds the written agreement is appropriate. Larry Bliss and Al Wagar were asked to help improve the proposed Grouse Reserve plan. Among other things, Larry and Al marked trees they thought should be kept. The plan has been forwarded to the City of Shoreline. Before any action will be taken a signature and a full-scale map are needed. Once the application is complete, a 2-week public comment period will be announced. A public hearing is not planned. The board is investigating whether it is feasible to put a fence on both sides of the Blue Heron Reserve where 17th Place NW and 17th Ave NW meet the reserve. Three of the property owners adjacent to the proposed fences are in favor of the fences. (The fourth house is vacant.) It is hoped that restricting access to the reserve will help eliminate some of the criminal activity in the area that seems to be facilitated by the escape route created by the cement bridge that crosses the reserve. All City Fence is going to be contacted for a bid, as they are the ones who constructed the Boeing Creek Reserve fence. Marc Weinberg has contacted the Shoreline police (Sgt. Don Ellis) to see if they can help with problems in the area. Sgt. Ellis will be asked to make a “Block-Watch” presentation at the next board meeting. Treasurer’s Report June Howard presented the Financial Statements for April 2001. 405 shareholders have paid dues totaling $81,000. A reminder dues letter will be sent out on June 6, 2001 to approximately 134 shareholders who have not yet paid their 2001 dues. Grounds A soccer team for 12 year olds asked to use the playfield for soccer practice. Jim told them it was OK. The board decided that it was not appropriate for 12 year olds to practice there because of the damage done to the field by that age group. Permission to use the field was withdrawn by the board. The board will work on a written policy concerning who can use the fields. Some concern was expressed that organized teams should not be able to have exclusive use of the playfields, especially when it means that IA residents cannot then use the playfields for a pickup game during a family or neighborhood picnic. It was suggested that a public restroom facility should be made available for playground users. Views Marc Weinberg has had several conversations with Gabe Snedeker from the City of Shoreline, to try to clarify what IA residents may do in the way of “pruning and maintenance.” Marc has meet with several resident to try to start the process of mediating view disputes in a neighborly fashion. The View Preservation Group has prepared a packet of information that they would like to distribute to the community. They would like the board to pay for the distribution. There was some discussion as to whether this was appropriate. It was pointed out that the board had asked the VPG to prepare the packet. A packet will be provided to each board member for review. It was the general consensus that getting some information out to the entire community was important. Notes taken by Jim Skeel Activities Committee Announcements NEW!! TGIF “Thank Goodness it’s Friday” Event! Join your neighbors for Summer Barbeque Nights at our Innis Arden Park - sponsored by the activities committee. Bring a picnic dinner and cook your own meat on our community grill. TGIF will be every Friday starting at 6:30 pm (look for signs posted at the swim club). Plan for a dip afterwards as Open Swim starts at 7:45pm. All of this is weather permitting, of course. Mark your calendars for this fun-filled community event! The city of Shoreline is having its annual parade on August 18th to celebrate its incorporation. We have been asked as a community to participate in the parade, (i.e., children could ride their decorated bikes, we could make a float, ...). Judy Allen is chairing this effort, but she still needs plenty of help so please call her at 542-3219 if you can donate some time to this worthwhile event. This year’s Salmon BBQ will be held Wednesday, September 12th from 5 to 8pm. Mary and Tim Cleaveland are the organizers of the event so if you can lend a helping hand, call them at 533-9580. Once again, save the date--September 12th--Salmon BBQ at the clubhouse grounds. As you may or may not know, the activities committee is working with IA resident Judy Allen on getting the dues amendment passed. We will be meeting on Wednesday June 20 and June 27 at 7:00 pm at Judy's house if you want to get involved. We are looking for people to walk, talk and just plain educate others on this important issue. Next activities meeting will be held at Pam Smit’s house on Tuesday, June 19th at 7pm.
Only 80% of residents here in Innis Arden pay dues. Most homeowner associations have mandatory dues, but ours does not. As a result, there are unmet maintenance needs that have been neglected because of the lack of resources. Mandatory dues will give us strength as a community, and it is fundamentally fair. On August 2nd we will be hosting the Northern Division Finals. All the best swimmers from the eight clubs that belong to the North End Seattle Swim League will be competing. We will use the whole area by the Swim Club and Clubhouse, and will try to have shuttles go from outside the community to the parking area so that we do not have everyone park in the neighborhood. The Board thanks David Laskin, Duane Hoffmann, and Gail Schwarz for the editing, layout, assembling and mailing of the Innis Arden Bulletin. David and Duane have been offering their talents for 3 years, and Gail continues with her team of volunteers to get the Bulletin out every month. The Innis Arden Board would like to thank Wayne Cottingham for his generosity and expertise in creating a computer disk for the Mandatory Dues project. This extremely valuable disk will be used for cross-referencing all aspects of Innis Arden information in the future. The many hours (days) of his work and time are greatly appreciated! The Shoreline Breakfast Rotary Club will be hosting a 16 year old female German Rotary Exchange Student for the 2001-2002 school year. Lisa will be attending Shorewood High School, most likely as a junior. Lisa is the daughter of a CEO of a corporation and an architect, and has a 13-year-old sister. Her interests are in fitness, aerobics, golf and sewing. She is from the town of Salzgitter in Lower Saxony. The Rotary Club of Shoreline (lunch club) will also be hosting a student from Thailand for the 2001-2002 school year. Anat will also be attending Shorewood High School as a senior. His mother is a book and stationery storeowner and is past president of Rotary in their town. Anat is the youngest of 4 children and is an athlete and excellent student. Rotary prefers to rotate students through 3 or 4 host families for periods of 8-10 weeks, and then move them on, keeping them in the same school and circle of friends. If you would like to explore the opportunity of being one of Lisa’s host families, please contact Vicki Stiles at the Shoreline Historical Museum, 542.7111. Regarding hosting Anat contact Gary Epps at 542.6660. Wayne or Marilyn Cottingham, 542.2211 can also advise you on either student. The Shoreline Police are willing to give Innis Arden more attention if and when we request it. I talked with Sgt. Don Ellis (direct # 546-2859) on 6/8. He has created a project because of neighborhood calls regarding considerable traffic in our Reserves and trails to the beach. He has made several visits and walked the trails in question. He will be glad to continue this. If you notice any strange cars or activity, call "911". If you can, get the license number and description of the car. Call Sgt. Ellis directly, only if you have questions of a general nature or want to discuss an approach to solving a problem. He obviously isn't always at his desk.
